The Minister of National Security, Itamar Ben Gabir, and the Commissioner of Police, Chief Superintendent Kobi Shabtai, held a special press conference this evening (Tuesday), in which Minister Ben Gabir presented a reform of the Israel Police. During the press conference, none other than the outgoing Speaker of the Knesset, Miki Levy, surprised He stood up and started shouting at Ben Gabir, which caused great embarrassment in the hall.
The minister speaks: “Citizens of Israel! Since I took office in the last three weeks I have been sitting through many situation assessments. In preparing discussions and presenting programs about the important operations that the Israel Police is doing, in the war against crime. In all the evaluations of the situation that I have made, the great danger to Israel’s national security, and the main threat that we face, clearly emerges, and I want to tell you that the attribution scenario that I hear from most of the professionals in this office, in the police, in the Megev, and in the IDF, is that Walls Keeper 2 is at the door!! Such a scenario has only one solution: a significant strengthening of the blue police and the establishment of the National Guard force. And now I would like to specify: for many years the Israel Police has suffered from a severe budget deficit. A shortage that causes the police to be stretched to the limit, and in recent years has caused a painful wave of departures.”
In addition, Ben Gvir turned to the Commissioner and said: “I greatly appreciate my partner in the way Police Commissioner Chief Superintendent Kobi Shabtai, who works night and day for Israel’s personal security, and stretches the police to the limit, and we have wonderful and dedicated police officers but The truth must be told: understand, I asked for and received payslips. A beginner police investigator earns NIS 6,429 a month. A detective earns NIS 7,387, and a rookie patrolman earns NIS 7,350. Our heroic police officers work on holiday Saturdays, around the clock, and come home with these low sums. No wonder that in 2021, 631 police officers resigned – twice as many as in 2020, and in the last year the number of police officers resigning jumped to 1,030. And it doesn’t end there. Two weeks ago I toured Be’er Sheva. About two hundred and ten thousand people live there. And in every Be’er Sheva, there are a total of seven patrol cars!!! Seven patrol cars all over Beer Sheva!!! Do you understand what it means? And here is another story I heard when I was on a tour in Beer Sheva. A resident of Rahat approached me, who told me about the wild west in the south. How he and his eight daughters do not sleep at night from the incessant shootings. And these are not only the residents of the south. Moshe and Ekanin from Kiryat Shmona. Woke up a few months ago to a black morning. The truck from which he has been making a living for years was set on fire, only because he refused to surrender to the protection gangs. During the riots in the Walls Guard, I visited Jewish neighborhoods in Ramla, Lod, and Acre. I have seen citizens who fear for their lives and are afraid to go out into the streets, as if we are in the year 1945 in Hebron.”
“In the last six months, I moved from city to city and town to town. I have heard many concerned citizens, and it is clear to me that the time has come to make a significant change of direction, to strengthen personal security and return governance to all citizens of Israel, Jews and Arabs, religious, ultra-Orthodox, secular, Circassians, Druze and Christians. Everyone deserves security. And the thing is, it’s not just the feeling. I conduct situation assessments, professional discussions, hear reviews from the professionals, and in all of these it appears that Shomer Shomat 2 is a dangerous scenario that must be prepared for. During these three weeks, we dealt with these issues in the office. Since taking office, I have met with many police officers, senior officers, past and present security personnel, security experts, and with the professional teams of the Ministry of National Security. I had many discussions with my partner in the road Police Commissioner Kobi Shabtai and with the top of the police, who really give everything for the personal safety of the citizens of the State of Israel, and after hard work, we reached a solution together that will restore governance and increase personal safety. Our program is divided into two parts: the first part is strengthening the blue police. We will raise salaries for all police officers, from recruitment to the rank of inspector, inclusive. We are talking about an increase of between twenty and forty percent in the salaries of the police officers, in a way that will allow the police officers to live with dignity, and will allow us to bring back and recruit the police officers.” Ben Gvir added.
In conclusion, he said: “I call on all the police officers who have left the police in recent years: return home!!! In addition, we will recruit 4,000 police officers in the next two years, and fill in the gaps in the equipment and procurement of the Israel Police. The second part is the establishment of the National Guard force. We will multiply the Mageb and turn it from a provincial force into a national task force, we will expand the activity of the special forces to organized crime, we will turn the intelligence center into an expanded complex of technology and cyber, and we will establish a nationwide volunteer arm of ten thousand graduates of combat units. At the head of these two parts will be Chief Rabbi Kobi Shabtai. Citizens of Israel, the National Guard is calling you!! Come and volunteer in the National Guard!! This day is a day of good news for the citizens of Israel. News about the police reform. Good news for the police. Good news for all of us. In the coalition agreement, we obtained a significant budget of 14 billion shekels for the years 2023-2024 for the bodies of the ministry – the police, the SBS, and the fire and rescue services, and in this matter I would like to thank Prime Minister Benjamin Netanyahu for his deep insight into the all-important need to restore personal and national security, and I promise here: we We will invest the money to restore personal security and governance to all residents of the State of Israel.”
From the words of Police Commissioner Shabtai: “Minister of National Security, MK Itamar Ben Gabir, dear policemen, citizens of Israel. The Israel Police is a police force that has a clear role – to provide personal security to the country’s residents. The challenges are many and they exist in normal times and even more so in times of emergency. We have many achievements and we have a very good police force, we believe that with the new news about budgets and structural changes we can upgrade it to become an excellent police force! The citizens of our country deserve excellent police services, they deserve security on the street, on the road, in the city and in the countryside. at any place and time throughout the country. Our police, of all of us, is about to be extensively upgraded thanks to budgets, which, as we have heard, will be directed to the benefit of the national security of all of us. It is important for you to know, our police officers risk their lives every day in the field, police officers who have a huge load on them and are stretched to the limit, working day and night, Saturdays and holidays, available at all hours of the day. They are the national security forces of the state. They are the breakwater of the ills of the State of Israel. It is important that you know something else, the policeman’s job, which you meet every day, is one of the most abrasive, the most dangerous, with great responsibility – and his salary is low. Police officers deserve a higher salary to make a decent living! Because the citizens of the country deserve that our sons want to be police officers. The citizens of our country deserve to live in security and this will only happen by an excellent police force with quality officers. We need to add more police officers, strengthen the operational capabilities and enhance the technological capabilities, we need a strong police force! Because a strong police equals a country with national resilience. This will only happen with increasing the police budget and strengthening its attractiveness – by providing an adequate salary. I fought for this from my first day in office and I say it again clearly here – we need to increase the salary of the police officers, we need to increase the number of police officers and the budget of the Israel Police in order to respond to the challenges we face.”
He added: “I am happy to be here by your side, Mr. Minister, to spread the good news. We are embarking on a new journey. This is an important turning point for improving the personal security of all citizens of the country. It won’t happen tomorrow morning, it’s a process. A reform that will include the thickening of operational formations, better technology, a quick response to the citizen, the strengthening of classic policing at the police stations alongside the establishment of a powerful national guard that will respond to multi-scene incidents, as well as – a significant upgrade in the fight against criminal and nationalist crime phenomena – protection, road violence, criminal organizations, and more . This reform is bound by reality and the results will come. You deserve it, citizens of the country. I too am a citizen who wants to live in security and I look to tomorrow, I look five and ten years ahead and I have a vision – “The Israel Police – a powerful police force, for the sake of all its citizens”. Everyone deserves equal and fair treatment and the most important thing is to live here safely, for our sake and for our children’s sake. I thank the Minister of National Security – Member of Knesset Itamar Ben Gvir, for the close cooperation and working from morning to night to find solutions that will help improve the personal security of the citizens of Israel. I believe that the implementation of the program in accordance with the policy of the minister and the government is real news that will inevitably lead to an upgrade of society as a whole. We are embarking on a new journey. Our success is the success of the entire country. Thank you very much to everyone.”
