Good news for households in Israel: Under the direction of the Minister of Energy and Infrastructure, Eli Cohen, the Ministry of Energy and Infrastructure and the Electricity Authority are encouraging the installation of a hybrid converter in solar facilities combined with storage, which perfects the activity of the solar facilities and the storage facilities. Thus, in an emergency, the hybrid converters allow the consumer to continue consuming electricity directly from the solar system or from the storage facility even in the event of disruptions in the electricity supply.

Normally, the hybrid converter will allow the solar facility and the storage facility to continue selling electricity to the grid, thereby reducing electricity payments and generating income for the owners of the facility. The move is relevant to all sectors – private and shared homes, public institutions and commercial and agricultural buildings.

The Minister of Energy and Infrastructure, Eli Cohen said: “Installing a hybrid converter can help every Israeli household, residents of private houses and communal buildings, public institutions, and industrial, commercial and agricultural buildings. Installing the converter will generate additional income and reduce electricity expenses, and in addition, it will allow electricity to be consumed in emergencies and in cases of power outages.”

Systems for energy independence, which also includes a hybrid converter, allow the owners of the systems to reduce the electricity bill, generate an additional source of income, and provide a solution to power outages, both routine and emergency. The hybrid converter that will be integrated into these systems will strengthen the energy resilience of the electricity consumers, by creating functional continuity for the building owners even in an emergency, and will enable the production of clean and green electricity using renewable energies on a regular basis.

There are three options for adding a hybrid converter to systems for energy independence, each of which provides a different level of protection against power outages

The first, a hybrid converter in a solar installation with integrated storage: installing a hybrid converter in a solar installation with integrated storage is necessary. This system provides the best solution for energy independence in an emergency and enables economic profit for the owners of the system in the routine. The hybrid converter will enable the dual operation – the system will generate electricity that is fed to the grid during the day, at the same time as charging the battery that will flow electricity to the grid during the hours of darkness.

This system will provide optimal financial profit to its owners through attractive tariffs for electricity production during the day, and a tariff increase for electricity supply in the evening. In the event of disruptions in the electricity supply, the hybrid converter will allow the continuity of the flow of electricity to the source of consumption during the day, and during the night from the solar installation and the storage.

In this system, which has a hybrid converter, a solar device and a storage device of a size suitable for the building's needs, it is also mandatory to install a suitable circuit breaker that can disconnect the system from the power grid in an emergency in order to prevent electrocution.

A second option is to add a hybrid converter that includes minimal operational storage in an independent solar installation: to turn an existing or new solar installation into an energy independent system, a hybrid converter that includes minimal operational storage must be installed. Normally, the hybrid converter that includes minimal operational storage will allow the independent solar installation to flow electricity into the grid during sunny hours and generate safe and regular income at attractive rates for the owners of the installation.

In an emergency, the hybrid converter will allow the flow of electricity from the solar installation directly to the electricity consumer during the hours when the sun is shining and the solar installation is active. The operational-minimum storage is necessary to stabilize the frequency for the operation of the hybrid converter and is therefore also necessary.

Even in this option, it is mandatory to install a suitable circuit breaker, which will disconnect the system from the electricity network in the event of disruptions in the electricity supply to prevent electrocution. In cases where there is already a solar installation on the building, all that needs to be done is to replace the existing converter with a hybrid converter that includes minimal operational storage.

A third option is a hybrid converter in an independent solar facility as future preparation for an energy independent system: the Ministry of Energy and Infrastructure encourages owners of new and existing solar facilities, which for various reasons do not yet include storage facilities, to install a hybrid converter as future preparation for turning these facilities into energy independent systems.

In such a case, normally – the solar installation will flow electricity into the grid and generate income for the owners of the installation. However, without storage, the facility will not be able to flow electricity to the building in an emergency. However, changing the converter to a hybrid converter in an existing solar installation or adding a hybrid converter to a new solar installation will prepare the installation for use as an energy independent system in the future, when a storage facility is added to the system.

The Ministry of Energy and Infrastructure and the Electricity Authority promote and encourage the establishment of systems for energy independence that include a hybrid converter, a solar installation and storage by various means. One of them is a tax exemption for converters to encourage and enable the purchase of converters for energy independence systems, converters are entitled to full exemption from purchase tax and full exemption from customs duty.

Also, rates for energy independent systems. Today, there is an attractive rate for the construction of renewable energy and low voltage storage facilities. Also, there is an additional rate for systems that will be set up in urban centers (“urban premium”). In addition to the tariffs, citizens who build solar installations are entitled to exemption from income tax and exemption from property tax payment.

In addition, exemptions from building permits. Renewable energy installations on roofs are exempt from building permits. In addition, following an initiative by the Ministry of Energy and Infrastructure in recent months, the exemptions from construction permits were also extended to storage facilities – exemptions from the permit for storage facilities for any use with a capacity of up to 100 kWh and storage facilities with a capacity of up to 600 kWh that will be established in operating and receiving centers in the local authorities.

Also, these days the expansion of the exemption from the building permit is also being promoted to storage facilities for each use up to 600 kWh. The Ministry of Energy and Infrastructure is expected to publish a guide accessible to the general public with the various options for establishing independent energy systems that include a hybrid converter.
