The Kfar Saba municipality conducted an exercise this morning (Tuesday) to accommodate residents in a mass shelter in an underground parking lot in the “Kfar Saba Hiroka” mall. This mass shelter is part of the Palestinian Authority's defense plan (Tamir) in preparation for a scenario of intense fighting from the north and the fall of missiles and the activation of many alarms.

The Tamir program is intended for residents who do not have protection nearby (that is, they do not have an MMD or a common shelter in a building within a 90-second reach). The TAMIR program will only come into effect with the raising of the alert level and an official directive from the Home Front Command and the Kfar Saba municipality, on the closing of the educational institutions and the activation of the TAMIR program.

In such a case, an official notice will be issued from the Kfar Saba Municipality about the opening of the public buildings (municipal kindergartens, schools, public shelters and parking lots) as a protected shelter for residents who do not have close protection. The Tamir program includes 40 schools, 150 kindergartens, 55 public shelters and 3 underground parking lots approved by the Home Front Command.

These protected spaces will be staffed by municipal teams to receive the residents and volunteers who will help as much as possible. Residents who choose to evacuate to a protected area will be asked to bring basic personal equipment with them, which will allow you to stay for several days. The representatives of the municipality will wait for the residents in the protected areas, in order to assist them and make their stay in the place as easy as possible. Those staying in these facilities will receive a response to essential needs such as water, a sheltered roof, etc.

The director of the security division in the Kfar Saba municipality, Noam Ben Yehuda, said that the lessons of the exercise will be implemented immediately as part of the municipality's preparations, as part of the response given by the municipality to the protection gaps that exist in the city. According to the Home Front Command's “most protected” procedure, which has been proven to save lives even in the absence of a shelter or protected space, and only during a lull can one safely move to the mass shelter (underground parking lot).”
